The meter is the whole diagnosis. A run capacitor that has drifted this far will still let a unit try to start, which is why the symptom the homeowner reports is usually noise or short cycling rather than no cooling at all.

With the service panel off, the contactor and the wiring are visible at the same time as the gauges are reading. Nothing gets recommended from the driveway.
